Jay is a Data Scientist at The Lab @ DC. He applies a range of statistical, predictive, and applied data-centric methods to understand and evaluate programs and policy interventions. His work includes projects on education, transportation, and social service provision.
Before joining the Lab, Jay’s work has spanned research, civic technology, and capacity building. He served as a Senior Product Engineer for Civic Technology at Esri, where he helped design and develop products and tools to enable data-based community engagement and collaboration. He previously worked at the Urban Institute, where he contributed to research and technical assistance related to health insurance access, community development finance, place-based service provision, equitable infrastructure development, and food security. He’s served as an instructor on data literacy, data culture, data and personal storytelling, and justice for Data Orchard, trubel&co, and Story District. Across his career, Jay has sought to better understand social phenomena by putting data and lived experience in conversation with one another, and he has empowered others to do the same.
Jay holds a Master in City Planning from MIT and a B.A. in Economics and African and Afro-American Studies from Brandeis University. In his spare time, Jay loves to experiment with coffee and new recipes, explore cities by foot and by bike, and hear and tell good stories.
