Spencer is a Research Assistant in The Lab @ DC and a Masters of Public Administration candidate at American University. His work at The Lab includes analyzing the District’s housing assistance programs and providing support to various policy evaluations.
Prior to joining The Lab, Spencer served as a Senior Specialist in Local Democracy at the National League of Cities. His portfolio included assisting municipalities with the 2020 Census, researching state preemption of local actions, and studying municipal finance. His publications include several NLC reports and an article in the State and Local Government Review examining the impact of COVID-19 on local governance.
Spencer received a B.A. in Political Science & Policy Studies from Elon University. When he’s not studying or working, Spencer enjoys exploring the District from his neighborhood in Ward 6. He especially enjoys reading, running, biking, and hanging out in Rock Creek Park.
